摘要
为了加快促进区域经济社会协调发展,京津冀三地有必要开展协同立法。在初期,京津冀可以采取包括协商、签订协议、召开联席会议和实行立法信息共享等方式进行协同立法。不过,随着京津冀立法协同的推进,应以宪法为依据,颁布相关的法律、法规和规章,建立立法协同的机构,最终建立联合的立法机构即京津冀行政委员会和京津冀立法委员会,不断推进京津冀立法协同向更高层次发展。
In order to develop the market economy and achieve common prosperity, it is necessary for Beijing, Tianjin and Hebei to carry out coordinated legislation in the three areas. In the initial stage, Beijing,Tianjin and Hebei could adopt collaborative legislation including consultation, signing agreements, holding joint meetings and implementing legislative information sharing.
