The Security Dimension of the Belt and Road Initiative from the Perspective of System Theory

"一带一路"建设是以和平发展为目的,以合作共赢为核心,以安全稳定为基石。我们既重视发展问题,又重视安全问题。"一带一路"建设的安全因素主要有经济、政治、地区社会等,主要表现为经济发展缓慢和不平衡的制约、冷战思维的误导、"三股势力"威胁等。为了解决这些安全问题,最根本的就是要坚持以历史唯物主义和辩证唯物主义的世界观和方法论,运用系统范式研究"一带一路"建设的安全问题,以观念和行动为两大切入点,贯彻和平、发展、合作、共赢的理念,探索共商、共建、共享新机制,推动经济包容、可持续发展,增进互信、合作共赢,构建新型交往关系,致力于打造人类利益共同体、人类责任共同体和人类命运共同体。

The Belt and Road Initiative aims at the peaceful development with win-win cooperation at its core and security and stability as its cornerstone. We attach importance to both development and security.Security dilemmas of the Belt and Road construction include economic, political and social ones, such as the slow and unbalanced economic development, the misleading cold war mentality and the threats from terrorism,splittism and extremism.The fundamental solutions to these security problems should be the ones based on the world outlook and methodology of historical materialism and dialectical materialism, and thesecurity of the Belt and Road initiative should be studied with the help of system paradigm. Countries should implement the outlook featured by peace, development and win-win cooperation both in mind and actions; they should also explore new mechanisms featured by joint negotiation, construction and sharing, promote economic inclusiveness and sustainable development, enhance mutual trust and win-win cooperation and establish new communication models, so as to build communities of shared interests, responsibilities and destinies for all mankind.
