陆海统筹语境下的城市海洋环境治理机制探索——以深圳为例

Exploration on City’s Marine Environmental Governance based on Sea-land Coordination ——Case Study on Shenzhen

党的＂十八大＂以来,中央明确提出了海洋强国战略和生态文明建设的重大部署。近年来,依托良好的自然生态环境和优越的区位条件,我国滨海城市快速发展,与此同时,海洋污染加剧、海洋生态环境破坏等一系列海洋环境问题日益凸显。深圳位于珠江出海口,三十多年的快速发展导致海洋环境污染问题尤为突出。研究认为海洋环境污染问题也是城市发展问题,通过由海向陆追溯海洋环境污染来源,并由陆向海提出海洋环境污染治理对策,探索陆海统筹的海洋环境污染治理路径,从而促进深圳城市可持续发展,是本文探讨的重点。

Since the report of the 18 th National Congress of the CPC, China advocates the strategic objec-tive of building China into a maritime power, and proposes to strengthen the construction of eco-civiliza-tion. Chinese coastal cities have made rapid development based on e excellent ecological environment and lo-cation conditions. But at the same time, marine environmental problems become increasingly prominent, such as marine pollution, marine habitat destruction. Shenzhen is located in the Pearl River delta, the marine en-vironmental pollution is particularly acute. The problem of marine environmental pollution is the problem of city development at the same time. On this condition, how to trace the source of marine environmental pollu-tion from the sea to the land, and put forward measures for marine environmental pollution control from the land to the sea, and explore the ways to control marine environmental pollution based on sea-land coordina-tion, and promote the sustainable development of Shenzhen, is the focus.
