摘要
建设千万吨级矿井是实现煤炭集约化生产、推动煤炭产业转型的关键,也是煤炭行业未来发展的方向。本文构建了千万吨级矿井高效运行管理框架体系,确立了以全生产系统优化管理为主线、以全面成本管理为重点、以全面定额管理为基础、以全面预算管理为手段、以全员绩效考核为动力的"五全"管理内容,明确了扁平化、职业化、精细化、专业化、标准化、智能化的"六化"实现途径,最终提出了"五全六化"的管理模式,以此推动千万吨级矿井的高效运行。
The construction of the 10 million-ton mine is the key to achieve intensive coal production and promote the transformation of coal industry,and is also the future direction of coal industry.The authors constructed a 10 million-ton coal mine high-efficiency operation management framework system,and established a administration and management system driven by performance appraisal of all employees with a full-production system optimization management as the main line,a comprehensive cost management as the key,a full-scale fixed-cost management as the basis,and comprehensive budget management as the methods.The system clearly defined the realization approaches of flattening,professionalization,refinement,specialization,standardization,and intelligence to promote the efficient operation of the 10 million-ton mine.
