Study on the Optimization of the Children Basic Medical Insurance System: Based on SD Causal Loop Diagram

目的:探寻影响儿童基本医疗保险系统稳定可持续发展的关键性因素,并提出针对性建议。方法:利用系统动力学中因果关系图分析方法,运用Vensim软件构建儿童基本医疗保险系统因果关系图。结果:通过对基层医疗机构、儿童家长、政府部门三个主要子系统的分析,从三个角度分析了影响儿童基本医疗保险系统的关键性要素。结论:提出了提升儿童基层医疗服务质量、加大对医保制度、分级诊疗制度及医疗机构医疗服务定位的宣传、加大基层医疗机构资源投入等优化建议。

Objective： To explore the influencing factors of the children basic medical insurance system, put forward specific suggestions and measures. Methods： Based on the system dynamics theory and causal loop diagram, it constructed the causal loop diagram by the Veusim Software. Results： It analyzed the key factors of children＇s basic insurance system from primary medical institutions, children＇s parents and governments departments. Conclusion： It suggested to enhance the quality of primary medical service; promote the propaganda of medical service orientation of medical insurance, hierarchical diagnosis and medical institutions; increase the resources input of primary medical institutions.
