Arguments and Suggestions for Diabetes Management Based on Economics

通过研究糖尿病管理的经济学特征,认为政府有责任成为糖尿病健康教育这一公共产品的组织者和提供者;将糖尿病管理完全推向市场是不可行的,政府应主动干预,推动生活方式管理;医保机构投资糖尿病管理,以期实现控费是必要的,应建立有效的激励和约束机制。建议培养护士或健康管理师管理糖尿病;建立有效机制提高糖尿病、糖尿病前期以及高危人群的发现率;加强糖尿病管理的规范化、信息化建设;强调糖尿病自我管理;建立适合我国国情的多层次糖尿病保障体系,探索医疗保险与健康管理相结合的模式;尝试政府购买糖尿病管理服务。

Through analyzing the economic characteristics of diabetes management and put tbrward management suggestions, it believed that the government had the responsibility to be the organizer and provider for diabetes health education. It was not feasible to completely lead diabetes management into the market. The government should take the initiative to intervene and promote the management of life style. It was necessary for health insurance institutions to invest in diabetes management in order to cut the cost. Effective incentive and restraint mechanisms should be established. It was suggested that nurses or health administrators shouht be trained to manage diabetes; an effective mechanism should be established to improve the screening rate of diabetes, pre-diabetes and high risk groups. It needed to improve the standardization and informatization of diabetes management; concern the self-management of diabetes; establish a multi-level diabetes insurance system suitable for China＇s national conditions, explore the combination mode of medical insurance and health management; attempt to buy diabetes management services by the government.
