来源原则是档案学的核心理论与原则,其理论贡献和实践价值历久弥新。本文探讨了如何认识来源原则以及把握来源原则的核心价值,认为来源原则是理论和方法的统一,其核心价值在于遵循历史主义和尊重档案的本质属性。研究聚焦于政务信息管理,探讨了来源原则核心价值在电子文件时代的元数据实现,包括由来源信息到来源元数据、来源元数据对来源原则核心价值的传承、来源元数据的组成和作用,最后分析比较了国际、国家和地方层面政务电子文件元数据标准中来源元数据的特点。

The principle of provenance is the core theory and principle of archival science,its theoretical contribution and practical value is timeless.This paper explores how to understand the principle of provenance and grasp its core values,and argues that the principle of provenance is the unity of theory and method,and its core value is to follow the historicalism and respect the archival nature.Then,it discusses the metadata realization of the core value of the principle in the electronic records era of government Information management,and mainly expounds the shift process from the provenance information to the provenance metadata,the inheritance of core values,and the composition and function of the provenance metadata.Finally,this paper compares the characteristics of the provenance metadata in the electronic document metadata standards from the international,national and local level.
