城市雾霾治理中的地方合作与协同机制探析

Cooperation and Synergy Mechanism for Government at Local Level in the Management of Urban Haze

城市雾霾天气成为环境问题中受关注度最高也是最急需解决的难题。地方政府在城市雾霾治理中具有举足轻重的作用,但雾霾治理是一个跨度范围广、耗费成本高、治理难度大的复杂工程,仅依靠政府单方面的行为无法保证雾霾天气得到有效解决,必须要调动地方多元力量来共同打赢这场雾霾治理"攻坚战"。雾霾治理需将协同理论运用到其中,不仅要改变地方政府传统的"以管代治"的局面,同时要大力提倡多元社会力量的协同参与。

Urban Haze has become the most urgent problem to be solved. Governments at local level play an important role in the management of urban haze. However,haze management is a complex project with wide span,high cost and difficult to deal with,and only relying on the unilateral actions of government can it not guarantee the effective solution of haze weather. We must mobilize the different forces to combat the battle. It is the synergistic theory that has changed the traditional situation,but also vigorously promoting the collaborative participation of diverse social forces.
