中印战略关系话语分析

Discourse Analysis of Sino-Indian Strategic Relations

本文对中印两国关于21世纪以来中印战略关系相关表述进行梳理,并进行话语分析。研究发现,尽管两国外交层面依然用积极话语描述和构建双边关系,但从其他层面考察看,近年来无论是印方还是中方的表述中所使用的竞争甚至对抗的词汇正在增多,两国话语都呈现多元化和不稳定性特征。但两国话语的差异性依旧明显,即印度国内更关注中印战略竞争的一面,并强调中国威胁;但中方更倾向使用积极话语表述双边关系,也更期待两国能成为战略合作伙伴,即使中方已经认识到两国的竞争面正在扩大。两国对中印关系的定位与话语表述受到各自现实战略利益、外交话语风格,战略思维方式等多重因素共同作用。两国需要重视其战略关系的复杂性,对两国战略关系进行更为清晰准确的定位和表述,防止战略误判。

This paper made an analysis on existing statements about Sino-Indian strategic relations since 21 century and conducts discourse analysis.The study finds that both countriesdiscourses on Sino-Indian strategic relations are characterized by diversity and instability.Indian side is more likely to view and describe China as a strategic competitor.Chinese side prefers to use positive discourse and expects the two countries to become strategic partners,although Chinese strategic and academic community recognized that the strategic competition between the two sides is expanding.Both countriesjudgment and discourse on Sino-Indian ties are influenced by multiple factors.Both sides need to attach importance to the complexity of Sino-Indian strategic ties and make a more accurate and clear utterance in order to prevent strategic miscalculations.
