摘要
出于在阿富汗的战略利益,2001年以来印度的对阿援助有着自身的政策考量。近年来,印度的对阿援助已经由人道主义援助和经济重建扩大至采取外交措施和协助阿富汗国家安全部队等领域。印度对阿援助受到诸多因素的制约,包括西方安全部队的撤离、印度在阿遭受的恐袭危害、印度质疑各方与塔利班的和谈、巴基斯坦的制衡等。本文主要从政策考量、主要内容、制约因素三方面探讨了2001年以来的印度对阿援助。
This paper discussed India's aid to Afghanistan after 2001 with a special emphasis on its policy considerations,main elements and restraining factors.It is discovered that India's aid to Afghanistan has been expanded from humanitarian aid and economic reconstruction to diplomatic measures and assistance to ANSF,among others.Such an aid is constrained by factors comprising the withdrawal of Western power's security forces,terrorist attacks on Indian target in Afghanistan,New Delhi's grave doubts on peace talks with Taliban,the role of Pakistan and so on.
