摘要
基建煤矿安全管理较生产矿井具有危险性高、人员流动性大、生产系统不完善、风险因素不断变化等特点,安全管理工作难度大。为提高基建矿井安全管理水平,应用系统安全管理理论,对所属基建煤矿安全现状进行系统分析评价,通过审查资料、现场调查、井下勘查和专家访谈等形式,对建设项目存在的危险源、有害因素进行了全面地辨识,研究确定安全检查表和评价方法。并对影响矿井当前建设和长远发展的重大安全问题,提出相应的对策和建议,研究提出了在基建矿井建立安全风险预警预控管理体系的方法与措施,使基建煤矿在施工运行期内的安全风险得到有效控制,确保煤炭建设工程的安全顺利实施。
The coal nfine construction project safety management has the characteristics of high-risk, mobility of personnel, imperfect system, hazard constantly changing, safety- management is hard work. In order to improve the safety management level of infrastructure coal nfine, the safety status of infrastructure coal nfine was systematically analyzed and evaluated by applying the theory of system safety management. Through exanfining data,on-site investigation,underground exploration and expert interviews, the hazard sources and harm-ful factors existing in construction projects were identified comprehensively, and safety checklist and evaluation methods were studied and determined. In view of the major safety- problems affecting the current construction and long-term development of the mine, corre- sponding countermeasures and suggestions were put forward. The methods and measures of establishing safely risk early warning and pre-control management system in infrastructure coal mine were put forward, so that the safety risk of infrastructure coal mine can be effectively controlled during the construction operation period, so as to ensure the safety construction of coal mine.
