再论民办教育的生存发展与市场

Restudy on Survival Development and Market for Private-Run Education

民办教育发展20多年,基本的格局是东部沿海发展较快,西部内陆发展较慢,中小幼基础教育发展较快,中等、高等教育发展较慢,国际教育及合作办学刚起步。发展集中在投资小、风险小、办学难度小的初级教育阶段。寄宿制和优质教育以及农民工子弟学校发展更快些。同国情、历史相吻合,与经济发展水平相适应。但随着国家对民办教育政策的调整和地方政府财政的好转,形成了对民办教育市场挤压,民办教育有缩小的趋势。民办教育面临"多难"局面。如何在政策、法律法规指导下,面对强大的公办教育,求得生存与发展,是每一位从事民办教育工作的人都必须搞清楚的问题。

In its 20 years of development, the private-run education has formed the basic pattern of theeast coast developing faster and the west inland, infant, elementary and secondary basis education devel-oping faster than secondary and higher education, and initiative stage of international and education andcooperation. The development is concentrated in the primary education with less investment, little riskand little difficulty in running. Boarding and quality education and schools for migrant children are grow-ing faster. It is in line with China’s national conditions and history and with the level of economic devel-opment. The adjustment of the country’ s private education policy and the improvement of local govern-ment finance have formed a squeeze on the private education market, and the private education faces a“multi-difficulty” situation and has a tendency to shrink. How to survive and develop in face of powerfulpublic education under the guidance of policies, laws and regulations is a problem that every person en-gaged in private education work must make clear.
