京津冀地区适水发展问题与战略对策 被引量:19

摘要 阐述了适水发展理论的产生背景、内涵及对象与任务。适水发展是依靠科技进步,开发利用广义水资源、提高用水效率,根据水资源条件转变用水模式、优化用水结构和水资源配置,拓展水资源开发利用新空间,实现水资源可持续利用。从适水发展的角度,系统分析了京津冀发展面临的严峻的水资源问题,主要有水资源极度短缺、用水压力大、生态持续恶化和非常规资源资源利用程度低等问题,严重制约京津冀协同与可持续发展。针对存在的主要问题,提出了京津冀走适水发展道路的战略对策,实行水资源开发利用的多方面战略性转变,重塑京津冀适水型产业体系,构建适水型现代工业,发展适水型现代农业,建设适水型城市,实现京津冀地区社会-经济-生态健康永续发展。 This paper expounds the water-adaptability-based development theory in terms of its background,connotation,objects and tasks.The water-adaptability-based development is exploiting general water resources and improving water use efficiency on the basis of sciences and technologies,changing water use mode and optimizing water consumption structure and water resources allocation in light of the water resources conditions,expanding the available space of water resources,and realizing the sustainable utilization of water resources.This paper analyzes and describes the severe water resources problems facing the synergetic development of Beijing-Tianjin-Hebei region,including the extreme shortage of water resources,large water supply pressure,ecological deterioration,and low utilization of unconventional water resources,all of which seriously restrict the sustainable development of Beijing-Tianjin-Hebei region.Finally,this paper proposes the strategic countermeasures for the water adaptability-based development of Beijing-Tianjin-Hebei region,including the strategic transformation of water resources development,remodeling economic system,constructing water adaptability-based modern industry,developing water adaptability-based modern agriculture,and building a water adaptability-based city,so as to achieve the sustainable development of society,economy,and ecology in Beijing-Tianjin-Hebei region.
