供给侧结构性改革"三去一降一补"五大任务的展开,对长沙"十三五"时期商贸流通业的发展带来了良好的机遇与严峻的挑战。作为省会城市长沙,需要结合商贸流通实际,审时度势,保持定力,以经济转型创新发展为突破重点,坚持"创新、协调、绿色、开放、共享"五大发展理念引领,加强供给侧结构性改革,助推长沙商贸流通业的改革创新,在积极引领经济发展新常态中重点着力,打造长沙商贸流通业提质增效"升级版"。

With the unfolding of the five priority tasks – “cutting overcapacity, reducing excess inventory, deleveraging, lowering costs, and strengthening areas of weakness” of the supply-side structural reforms, Changsha is now faced with both good opportunities and severe challenges to the development of the commercial circulation industry during the “13th Five-Year Plan” period. As the capital city of Hunan Province, it is necessary for Changsha to take into consideration the actual conditions of commercial circulation, review the situation, maintain strength, take economic transformation and innovation as points of breakthroughs, adhere to the five development concepts of “innovation, coordination, green, openness, and sharing” to lead and strengthen the supply-side structural reforms, promote the reform and innovation of the commercial circulation industry of Changsha, focus on the new normal state while actively leading the economic development, and create an ＂upgraded version＂ of the quality and efficiency of the commercial circulation industry of Changsha.
