职业病危害预评价逻辑结构优化研究

摘要 针对目前大部分中小企业提交的可研报告基本上没提及防护设施设置方面内容的现状,结合预评价报告编制相关技术要求,研究利用类比检测数据有效推断评价项目作业岗位3种不同情况下的职业病危害因素预期浓度(强度)逻辑关系,并对职业病危害因素识别与评价、防护设施分析评价的逻辑结构进行重新优化调整。结果表明:评价逻辑重构后,类比检测数据与拟建项目各岗位的接触浓度(强度)更具可比性;防护设施分析评价的范围扩大到补充措施中,使得防护设施评价内容更具体、更全面、更能真实反映全部防护设施的合理性和有效性情况。评价逻辑重新优化后评价报告结构更严谨、条理更清晰、逻辑更严密,更具客观说服力。 The current feasibility reports provided by most small and middle sized enterprises basically do not include the current situation of protection facility installations. Based on the technical requirements of pre - assessment report, the analogy detection data is applied to effectively judge and assess the logic relations of occupational hazards factors expected concentration(intensities) of occupation posts under 3 different kinds of conditions. Besides, identification and assessment of occupational diseases and logical structure of protection facility analysis and evaluation are also optimized and adjusted. The results show that analogy detection data and exposure concentration of various occupation posts in proposed projects are of more comparability after adjusting the logic of evaluation. Evaluation of the protection facilities are more specific and comprehensive and it can reveal the rationality and effectiveness of all the protection facilities after expanding the protection facilities evaluation extent to supplement protection measures. Structure of assessment report is more rigorous, organized, logical and persuading after the evaluation logic is re - optimized.
