高校智库的三重面向:内涵、挑战与发展路径

The Three Dimensions of University Think Tank:Connotation,Challenge and Development Path

[目的/意义]"高校智库"是我国教育改革的重要议题,厘清现有研究在"何谓高校智库、高校智库发展面临的挑战及如何推动高校智库建设"等问题上的不同面向有着重要研究意义。[方法/过程]利用文献检索、比较研究等方法,梳理并比较了我国高校智库研究的不同面向。[结果/结论]相关研究对高校智库的理解存在平台论、服务论、组织论和特殊智库论4种观点,对高校智库发展面临挑战的分析主要着力于政府、高校和技术三个维度,对如何推动高校智库发展主要集中于保持独立性、建设"思想市场"及做"政府、媒体或公民的连接者"三种路向。

[Purpose/Significance] ＂University think tank＂ is an important issue in China＇s education reform.Clarifying the existing research has important research implications in terms of what a university Think Tank is,the challenges of the development of university think tanks,and how to promote the development of university think tanks.[Method/Process]Using literature retrieval,comparative study and other methods,the paper summarizes the status quo and development trend of the study of university think tanks in China.[Result/Conclusion]Firstly,these studies have four perspectives on the understanding of university think tank：platform theory,service theory,organization theory,and special think tank theory.Secondly,the analysis of challenges in the development of university think tanks focuses on the three dimensions of government,universities and technology.Thirdly,these studies on how to promote the development of university think tanks mainly focus on three directions：maintaining independence,building a ＂ thinking market＂,and being a connecter of ＂ government,media or citizenship＂.
