科学层面的安全管理信息化的三个关键问题思辨——基本内涵、理论动因及焦点转变

Thoughts about the Three Key Questions of Safety Management Informatization on the Science Level: Basic Connotation,Theoretical Motives and Focus Changes

[目的/意义]在信息时代,安全信息是通往安全的必经之路,安全管理信息化已成为当前及未来安全管理领域的重要发展方向与工作重点。显然,选取科学层面的安全管理信息化的3个关键问题(即基本内涵、理论动因及焦点转变)开展深入研究,对促进安全管理信息化研究实践科学正确发展具有重要的理论与现实意义。[方法/过程]首先,解析科学层面的安全管理信息化的基本内涵。在此基础上,通过依次分析安全科学的学科内涵转变、安全科学的学科模式转变及智能化时代的安全科学三者与安全管理信息化之间的关系,系统探讨安全管理信息化的理论动因。最后,根据系统安全信息的"长尾"理论,探讨安全管理信息化的关注焦点转变。[结果/结论]研究发现,安全管理信息化是实现科学安全管理和改善安全管理水平的必需而重要途径,系统安全科学是安全管理信息化形成的理论先导。此外,从安全信息本身看,安全管理信息化的关注焦点将逐渐从"伤害型安全信息"转向"全源安全信息"。

[Purpose/Significance]In the information age,the road to safety passes through safety-related information,thus safety management informatization has become an important development direction and work focus in current and future safety management.Obviously,study on the three key questions of safety management informatization on the science level（namely basic connotation,theoretical motives and focus changes） is of great theoretical and practical significance for the correct and scientific development of the research and practice of safety management informatization.[Method/Process]Based on the basic connotation analysis of safety management informatization on the science level,this paper systematically studies the theoretical motives for safety management informatization by analyzing the relationships between safety management informatization and the connotation changes of safety science,the pattern changes of safety science,as well as the safety science in the era of intelligent.Meanwhile,according to the long tail model of safety-related information in a system,the paper discusses the focus changes of safety management informatization.[Result/Conclusion]The results show that safety management informatization is a necessary and important way to achieve scientific safety management and to improve safety management,and system safety science is the forerunner of safety management informatization.Moreover,from the safety-related information itself,the focus of safety management informatization will gradually shift from ＂ safety-related information related to injure＂ to ＂ comprehensive safetyrelated information＂.
