基于组合赋权与规则的区域科技资源共享平台综合绩效评价研究——以黑龙江省科技创新创业共享服务平台为例

[目的/意义]区域科技资源共享平台对高效配置区域科技资源、服务支撑区域科技创新具有重要作用,为综合提升区域科技资源共享平台的发展与服务水平,对区域科技资源共享平台综合绩效进行评价具有重要现实意义。[方法/过程]结合影响因素分析,从资源集成、共享服务、运行管理与合作支持4个维度,构建区域科技资源共享平台综合绩效评价指标体系,引入熵权与层析分析法进行组合赋权,设计基于规则的评价模型,并以黑龙江省科技创新创业共享服务平台为例进行实证研究。[结果/结论]实证表明设计的评价指标体系与评价方法具有很好的适用性与推广性,其应用可为我国各区域科技资源共享平台发展与服务升级提供科学依据与方向指引。

[Purpose/Significance]Regional science and technology resource sharing platform has played an important role in efficiently allocating regional science and technology resources and supporting regional science and technology innovation.Thus in order to comprehensively enhance the development and service level of regional science and technology resource sharing platform,it has great practical significance to evaluate the comprehensive performance of regional science and technology resource sharing platform.[Method/Process]By analysis of influencing factors,the paper builds comprehensive performance evaluation index system for regional science and technology resource sharing platform from four dimensions of resource integration,sharing service,operation management and cooperation support,then introduces entropy weights and analytic hierarchy process to combine weighting,and designs evaluation model based on rules,then takes the Heilongjiang science and technology innovation and entrepreneurship sharing service platform as an example for empirical research.[Result/Conclusion]Empirical result shows that evaluation index system and evaluation method designed in this paper have good applicability and generalizability,and its application can provide scientific basis and direction guidance for the development and service upgrade of regional science and technology resource sharing platform in China.
