“绿水青山就是金山银山”理论发展脉络与支撑体系浅析

Analysis of the Development Vein and Supporting Systems of the Theory of “Lucid Waters and Lush Mountains are Invaluable Assets”

"两山"理论萌生于实践,贯彻于行动,在我国生态文明建设中不断丰富与完善,已成为治国理政的基本方略和重要国策。在"两山"理论的实践中,不同生态环境品质、不同经济发展水平的区域,如何对待和处理两座山的关系及其转化路径有所不同,没有"放之四海而皆准"的模式。文章在系统梳理"两山"理论发展脉络的基础上,辨析了生态环境优良与否、经济发展水平先进与否等4种情景下的"两山"关系,围绕如何护美绿水青山、如何将绿水青山转化为金山银山、如何激活和共享绿水青山等,分析了我国"两山"实践的典型做法和经验,提出了"两山"建设的四大支撑体系,期望能够为形成可复制、可推广的绿水青山向金山银山的转化模式提供借鉴。

The theory of ＂lucid waters and lush mountains are invaluable assets＂was born in practice and carried out in action. It has been enriched and perfected in the construction of ecological civilization progress and has become the basic strategy and important national policy of governing China＇s development. In the areas with different eco-environmental quality and different economic development levels,how to deal with the relationship as well as their transformation pathways were quite different without the mode of ＂being universally applicable＂. On the basis of the systematic review of the development vein of this theory and the relationship between economic development and environmental protection,typical practice and experiences were studied and four supporting systems were proposed,providing reference for the transformation model of this theory to be duplicable and applicable.
