乡村振兴:新时代我国政府涉农职能的新导向

Rural vitalization: a new direction for the government's agricultural functions in the new era

乡村振兴战略是党的十九大提出的一项重要涉农战略,也是新时代我国政府涉农职能的新导向。相对于其他社会主体,政府在乡村振兴战略实施过程中居于主导地位,政府在乡村振兴战略中的主导作用主要体现在标准设定、资源整合与责任考核等3个方面;政府及公务人员实施乡村振兴战略应坚持法治思维、协同思维、差异思维和系统思维等基本思维。乡村振兴战略的践行要重点强化乡村生态环境保护与治理、防范与整治乡村治理家族化和暴力化以及培育优良的社会风尚,以为乡村振兴提供良好的生态环境基础、和谐有序的管理秩序以及友善文明的社会氛围支撑。

The rural revitalization strategy is an important agriculture-related strategy put forward by the 19 th National Congress of the Communist Party of China,and it is also a new orientation of the government＇ s agriculture-related functions in the new era.Compared with other social entities,the government plays a leading role in the implementation of the rural revitalization strategy. The leading role of the government is mainly reflected in standard setting,resource integration and responsibility assessment. In order to ensure the effective implementation of the strategy for rejuvenating villages,government officials should adhere to the basic concepts of legal thinking,collaborative thinking,differential thinking and systematic thinking. The implementation of the rural revitalization strategy requires a good ecological environment foundation,a harmonious and orderly management order,and a friendly and civilized social atmosphere. Therefore,we need to strengthen the rural ecological environment protection and governance,prevent and rectify the family-run management and violentization of rural governance,and cultivate excellent social customs as the main points of implementing the rural revitalization strategy.
