广西地区新能源汽车产业政策分析

New Energy Vehicles Industry in Guangxi Zhuang Autonomous Region:Policy Analysis

立足于政策文本,阐述广西新能源汽车产业政策体系、主要类型及内容,分析广西研发、产品、示范应用和配套4项政策在形成产业发展的核心竞争力、驱动力、引导力、支撑力等4方面的不足及原因,在此基础上提出"提高全区产业政策的统筹性和权威性""加大对新能源汽车关键技术的基础性研发和人才引进""增强重要零部件产业化""强化本地区自主品牌的示范推广""完善配套设施建设"及"培育省外、域外两大汽车消费市场"等政策建议。

Based on policy texts mining,the paper illustrates the system,the main types,and content of new energy vehicles industry policies,analyzes the limitations of RD policy,product policy,pilot application policy,and supporting policy in forming core competence,driving force,guiding force,supporting force of the industry development as well as the reasons.It further proposes policies to ＂improve coordination and authoritativeness of the industry policy in the whole region＂,＂increase foundation research and talent introduction in key technologies of new energy vehicles＂,＂promote industrialization of key components＂,＂enhance demonstration and promotion of self-owned brand in the local district＂,＂improve supporting facility construction＂,and ＂cultivate outside-the-province and extraterritorial automobile consumption markets＂.
