关于机构改革过程中推进新海关深度融合的思考与探讨

习近平总书记指出,深化党和国家机构改革,转变和优化职责是关键,要在改职责上出硬招,不光是改头换面,还要脱胎换骨。作为本轮机构改革的重要组成部分,如何落实优化协同高效的改革要求,实现海关原有管理职责和检验检疫管理职责的深度融合、有机融合,达到"1+1>2"的改革成效,是当前海关改革与发展的"当务之急"和"当前之需"。论文着眼于海关机构改革现状,认真梳理海关机构改革的内在逻辑,分析探讨了新海关在机构改革过程中推进深度融合的紧迫性、需要把握的原则和工作落脚点,并对下一步深度融合提出具体建议。
