摘要 运用DEA模型,以黑龙江垦区2002~2016年农业科技创新投入产出数据为样本,建立了黑龙江垦区农业科技创新效率评价指标体系,从综合技术效率、纯技术效率和规模效率三个方面分析了黑龙江垦区农业科技创新投入产出效率。结果表明,2002~2016年的黑龙江垦区的综合技术效率均值为0.913,小于1,表明黑龙江垦区的农业科技创新投入产出效率未达到DEA有效。针对黑龙江垦区的农业科技创新投入资金、人才、设备等利用效率低的问题,提出了提升黑龙江垦区农业科技创新效率的对策。 By using the DEA model and taking input and output data of agricultural science and technology innovation in Heilongjiang reclamation area from 2002 to 2016 as samples, an index system of agricultural science and technology innovation efficiency evaluation in Heilongjiang reclamation area was established. From three aspects, comprehensive technical efficiency, pure technical efficiency and scale efficiency, the input-output efficiency of agricultural science and technology innovation in Heilongjiang reclamation area was analyzed. The results showed that the average comprehensive technical efficiency in Heilongjiang reclamation area from 2002 to 2016 was 0.913, less than 1, indicating that the input-output efficiency of agricultural science and technology innovation in the Heilongjiang reclamation area didn,t reach DEA efficiency. In light of the problem of low utilization of capital, talents and equipment in the agricultural science and technology innovation in Heilongjiang reclamation area, measures were proposed to improve the efficiency of agricultural science and technology innovation in Heilongjiang reclamation area.
