随着我国新一轮电力体制改革稳步推进,辅助服务及其市场化重要性日益增加。文章梳理了国内外辅助服务定价机制,为我国辅助服务市场建设提供有益借鉴。首先,总结了国内外辅助服务的定义与分类。其次,讨论了辅助服务采购方式、价格机制与价格结构。然后,针对调频、备用、无功、黑启动等几类典型的辅助服务,深入分析对比了国内六大区域辅助服务市场和国外典型电力市场的价格机制。最后,结合我国辅助服务市场试点电网运行现状,提出了对我国辅助服务市场的发展建议。

With the steady progress ofpower system reform in China, auxiliary service m arketacts as a m ore im portent rob in the reform .This paper sum m arized the auxiliary service pricing mechanism ,and provided useful reference for auxiliary service market construction.First, the definition and chssification of ancillary services athom e and abroad w ere sum m arized.Secondly, the procurement methods, price mechanism and price structure of auxiliary services were discussed.Then,for the typical auxiliary services such as frequency regulation,capacity reserve,reactive power, and bhck stark this paper compared and analyzed the price m echanism of six domestic regions and typical foreign power m arket Finally,based on the operation of our country＇s auxiliary service pilotareas, this paper putfozw ard suggestions for the developm entofauxiliary service market.
