摘要
新公共管理理论在新的时代背景下应运而生,西方国家通过对传统行政管理模式的改革,政府部门的行政效率得到了大大提高。与西方国家相似,我国政府职能模式改革面临同样的挑战,我国需要借鉴西方的改革经验,学习新公共管理理论,进而提高政府的行政效率。"新公共管理"理论的指导思想是"让经理人管理",追求专业的、高质量的管理,其具体内容是倡导政府管理职能的市场化,推崇自由化的管理,强调管理具有政治性质,并倡导创业领袖。我国政府部门应借鉴西方新公共管理理论,将政府理念市场化:建立企业型政府;机制柔性化:建设服务型政府;权力分散化:建立分权的政府;职能社会化:建设合作型政府;行为规范化:建设法治政府;管理信息化:建设高效政府。
The new public management theory emerges at the right moment in the new era. Western countries have greatly improved the administrative efficiency of government departments through the reform of the traditional administrative management model. Similar to western countries, China faces the same challenges in the reform of government function model. China needs to learn from western reform experience and learn new public management theory, so as to improve the administrative efficiency of the government. The guiding idea of the theory of "new public management" is to "let managers manage" and pursue professional and high-quality management. Its specific content is to advocate the marketization of government management function, praise the management of liberalization, emphasize the political nature of management and advocate entrepreneurial leaders. The government departments should learn from the western new public management theory, marketize the government concept: establishing the enterprise government; flexibility of mechanism: building service-oriented government; decentralization: establishment of decentralized government; socialization of functions: building cooperative government; standardization of behavior: building the lawbased government; management informatization: constructing efficient government.
