加强文化交流,促进中国——东南亚“21世纪海上丝绸之路”建设

Strengthen Cultural Exchanges and Promote the Building of “21st Century Maritime Silk Road” Between China and Southeast Asia

中国提出的＂一带一路＂倡议日益引起人们的关注。但在该倡议的落实过程中,民意是否相通,已经成为重要的促进或是制约因素。为了推进＂一带一路＂建设,特别是落实＂21世纪海上丝绸之路＂建设,大力推动中国与东南亚各国加强文化交流与合作,已经成为促进双方民众之间的彼此沟通,进而有效落实该倡议建设的重要途径。为此,应充分发挥中国文化在东南亚地区的历史影响所产生的积极作用,以开放、包容的文化交流心态在文化领域的各个方面继续学习和汲取对方文化中的长处和精华,强化和深化民众间的相互了解和彼此理解。在具体实践中,应继续重视和发挥东南亚华侨华人的桥梁作用。同时,我们也必须充分认识到东南亚地区各国的民族文化具有多样性的现实,增强与这些国家的其他民族,尤其是主体民族的文化交流工作。

Due to the strong impulse of the Chinese Government and enthusiastic response of the relevant countries, ＂the Belt and Road Initiative＂put forward by China has attracted a lot of attention in the world. But in the process of implementation of the initiative, the will to open up public opinion has become an important factor. In order to advance the grand plan of ＂the Belt and Road Initiative＂, particularly to built ＂the 21 st Century Maritime Silk Road＂ between China and Southeast Asia, to strengthen cultural exchanges and cooperation between China and Southeast Asia and to strengthen cultural exchanges and cooperation is the most effective way to achieve this goal. For this end, we should give full play to the positive role of Chinese culture in the Southeast Asian region and historical relationship between China and Southeast Asian countries; we must uphold the principles of openness, inclusiveness in the cultural exchanges between two sides and learn from each other, for strengthening and deepening the mutual understanding between the peoples of two sides. In practice of cultural exchange between China and Southeast Asian countries, we should continue to pay attention on the bridge role of overseas Chinese in Southeast Asia. At the same time, we must also improve, during the cultural exchange, the relations with other ethnic groups, especially the dominant ethnic group of Southeast Asian countries.
