国外预防保健经验对建立中国特色预防保健网的启示

Enlightenment of Experience of Preventive Health Care Abroad to Establish Chinese Characteristic Preventive Health Network

建立综合连续、互联互通的预防保健三级网,对于健康中国建设有重大意义。美、英、德、日、泰5国预防保健体系及其经验,如美国全方位的预防保健保障机制、英国全民医疗服务体系、泰国志愿者服务等均对我国有借鉴意义。我国预防保健方面存在的主要问题是体系松散、网底薄弱、医防分离、人才短缺,参考国际经验并结合我国基本国情,建议完善预防保健三级网结构、着重加强网底建设、促进医防融合、加强人才保障。

The establishment of a comprehensive,continuous and interconnected three-tier network for prevention and health care is of great significance to the construction of healthy China. The preventive health care systems and their unique experiences abroad（US,UK,France,Japan and Thailand）,such as the U.S. all-round preventive health care protection system,the UK universal health care service system,the German health care integration system and Thailand volunteer service and so on,all have reference significance. In view of the problems of the preventive health care system in China,such as looseness of the preventive health care system,weak nets,widespread separation of medical and health care systems,and shortage of talents,the three-level network structure for prevention and health care and the emphasis on the construction of network infrastructure have been improved by referring to international experience and combining with China＇s basic national conditions. This paper put forward policy suggestions that are beneficial to establishing a three-tier network system for prevention and health care in China such as the network structure,the emphasis on strengthening the construction of network infrastructure,the promotion of medical integration,and the establishment of a strong talent guarantee mechanism.
