民族地区农村养老保险制度可持续发展研究——以广西为例

Research on the Sustainable Development of Rural Endowment Insurance System in Ethnic Areas——Taking Guangxi as an Example

农村养老保险是实现民族地区农村居民"老有所养"的惠民政策,在人口老龄化愈趋严重的社会中发挥着举足轻重的作用。但由于立法体系不健全、筹资方式单一、管理体制不合理等问题,制约了农村养老保险制度的可持续发展。对此,以广西壮族自治区为例,从农村实际情况出发,对加强法制建设、拓宽筹资渠道、完善资金管理进行理论探析,为政府进一步完善农村养老保险提供理论建议。

The Rural Endowment Insurance is a good policy which can guarantee the old-age security of rural residents in ethnic areas and plays an important role in the society with a serious aging population. Nevertheless,because of the incomplete legislative system,the single financing way,the unreasonable management system and other restrictive factors,the rural old-age insurance system is difficult to maintain sustainable development. Therefore,taking the Guangxi Zhuang Autonomous Region as the research object,based on the actual situation in the countryside,we made a theoretical analysis on strengthening the legal construction,widening the financing channels and perfecting the funds management,so as to provide some theoretical suggestions for the government to further improve the rural old-age insurance.
