美国高校智库“旋转门”机制研究与启示

"旋转门"机制的生成与运转有利于高校智库团队的组建与优化,美国高校智库"旋转门"机制在高校智库发展壮大的过程中发挥了很大作用。研究发现,"旋转门"机制在美国生根发芽得益于其分权的政治体制下完善的"政策分析市场"以及智库本身具备的独立自主经营权所提供的内在保障。我国目前高校智库在构建"旋转门"机制过程中面临思想认识不足、公务员体系封闭、智库建设缺乏独立的现实困境,加强思想认识、构建开放的公务员管理体系、增强智库自身独立性是我国高校智库构建"旋转门"机制建设的重点方向。

The ＂revolving door＂ mechanism of the American university think tank has played a great role in the development and expansion of the university think tank. The ＂revolving door＂ mecha- nism＇ s taking root in the United States is due to the perfect policy analysis market in the decentralized political sys- tern and the internal security provided by the independent management of the think - tank. In the process of con- structing ＂revolving door＂, the think tank of colleges and universities in China is faced with the lack of ideological understanding, the closure of the civil service system and the nonindependenee in constructing think tank. To strengthen the ideological understanding, to build an open civil servant management system and to enhance the in- dependence of the think tank is the key direction in constructing ＂revolving door＂ mechanism.
