高校防治性骚扰对策研究

Research on Countermeasures of Prevention of Sexual Harassment in Universities

高校性骚扰在我国近年呈现多发、频发趋势,带来诸多负面影响,不仅直接侵害了受害人的身心健康、学业成绩和未来职业发展,还危害了高校的教育环境,影响了教育目标的实现。传统的观念以及机制的缺失等因素助推了高校性骚扰的发生。目前,我国尚无关于防治高校性骚扰的法律、法规或规章,也无一所高校出台相关的政策或文件。防治高校性骚扰是高校的义务,高校出台政策对性骚扰进行有效规制具有现实必要性和紧迫性。

In recent years, sexual harassment at universities in China happens frequently, bringing much negative influences. It not only directly infringes the victims＇ physical and mental health, academic achievements and future career development, but also endangers the safety of campus and educational goals of university. Factors including traditional attitudes towards women and sex and lack of mechanisms on sexual harassment contribute to sexual harassment at university. To prevent and deal with sexual harassment at universities are the responsibility of universities. It is necessary and urgent for universities to introduce policies to curb sexual harassment effectively.
