由一个市容管理条例引发的规划建设反思

Reflections on planning and construction triggered by a urban appearance management regulation

济南市人民政府所颁布的《济南市城市容貌管理办法》提出了一些与城市规划建设相关的内容与要求,基于此进行反思,认为:市容管理应该纳入城市详细规划的层次而非总体规划的层次,规划建设应适当考虑城市自发空间的营造,可以通过绿地布局的深化设计来减少城市空间死角。

This paper analyzes the relevant contents and requirements of Jinan City Urban Appearance Management Measures promulgated by Jinan Municipal People＇s Government,correlates with urban planning and construction and causes reflection,holds that urban appearance management should be included in the level of city detailed planning rather than the overall planning level. Planning and construction should give due consideration to the construction of spontaneous urban space,and reduce the dead space of urban space with the way of deepening urban green space layout.
