基于专利文献分析的军队研究所科研竞争力策略探讨

Strategy of research competitiveness of the military medical research institute based on the analysis of patent documents

目的以某军队医学研究所为例,运用专利文献分析方法,了解与科技创新能力密切相关的专利产生、维护和运用情况,探讨提升军队研究机构科研竞争力的策略。方法确定检索词,选取2011-2017年国家专利局中国专利文献数据库,获取该研究所相关的专利申请文献,运用智慧牙专利分析软件,从专利申请和授权的数量和类型、国际专利分类(IPC)、第一发明人构成、发明创造合作等方面进行分析研究。结果 2011-2017年该所申请194件专利,年平均申请量27件,跨97个主IPC大组,发明专利占比65.5%,第一发明人多为研究生学历(79.1%),合作开发申请专利占比65.5%。结论 "十二五"以来,该研究所的专利工作稳步提高,注重知识产权保护,重点特色学科优势明显,科研团队具有很强的创新能力。

Objective To investigate the generation, maintenance and application of patents closely related with scientific and technological innovation capacity- by taking the military medical institute as an example and using analytical method in the analysis of patent literature, so as to promote the competitiveness of military research institutes. Methods Keywords were determined for infor- mation retrieval. Then, database of the China Patent Literature Database of the State Patent Office, from 2011 to 2017 was chosen for the collection of patent documents submitted by the Naval Medical Research Institute. By Smarttooth Patent Analysis Software, analyses were made fi＇om the following aspects ： the number and Upe, the International Patent Classifications （ IPC）, the composition of first in- ventors and innovation cooperation in the generation of patents. Results From 2011 to 2017, there were a total of 194 patents applied, with an average annual application number of 27 patents involving 97 IPC classifications, of which invention patents accounted for 65.5%. First inventors were mostly postgraduates （79.1%）, and the patents associated with cooperation and development accounted for 65.5%. Conclusion Since ＂the 12th＇ Five-Year Development Program＂, the patent application of the Institute has been steadily im- proved. Greater efforts have been made in the protection of intellectual property rights, superiority in key specific disciplines are obvious and great creativity of scientific research teams is clearly shown in various aspects.
