中国进口蒙古牛肉的动物疫病管控问题分析

摘要 中蒙农业结构具有一定互补性,蒙古丰富的畜牧资源能较好地满足中国的需要,中国庞大的消费市场及购买能力同时能够帮助蒙古畜牧业开拓市场。但近年来,中蒙牛产品贸易微乎其微,常年中断。为探究其中原因,本文调查了涉及蒙古牛产品安全质量相关的蒙古动物疫病发生状况、蒙古动物疫病防治体系,并结合中国肉类产品进口管理体系,分析蒙古动物疫病发生后中国的应对措施。研究发现,由于蒙古动物疫病防疫能力薄弱、兽医服务水平低、经费投入紧张等,带来的蒙古动物疫病频发,牛产品质量无法达到中国肉类进口的安全标准等问题,是中蒙两国牛产品贸易时常停滞的关键原因。在以上研究的基础上,文末提出了3点思考。 China and Mongolia have complementary industrial structures.Mongolia's abundant resources can better meet China's need.China's huge consumer market and purchasing power can also help the Mongolian animal husbandry industry expand their markets.However,China-Mongolian beef products trade has been minimal,or it has been interrupted for years.In order to explore the reasons,this paper investigated the status of Mongolian animal epidemics,the Mongolian animal epidemic prevention and control system which related to the safety and quality of Mongolian cattle products,the Chinese import management system for meat products,and China's response measures after the outbreak of the Mongolian epidemic.The study found that due to weak Mongolian epidemic prevention,low level of veterinary services,and tight Mongolian funding,the Mongolian animal epidemic disease had frequently occurred.The quality of Mongolian cattle product cannot meet the safety standards for meat imports in China.That is the key reason for the stagnation of cattle product trade between China and Mongolia.Based on the above research,finally the paper made 3 suggestions.
