长江流域部分地区用水定额评估及定额管理情况综述

Assessment of management of water use quota in parts of the Yangtze River Basin

介绍了2014—2017年长江水利委员会开展用水定额评估工作以来,江西、湖北、湖南、重庆、四川、西藏6个省(自治区、直辖市)用水定额修订情况、各行业用水定额指标变化情况,并对用水定额管理中存在的主要问题以及用水定额评估经验进行了归纳和总结,建议健全用水定额管理制度,重视定额管理的迫切需求,确保用水定额管理能够落到实处,以实现总量控制与定额管理的有效结合。

Evaluations on water use quotas in 2014-2017 have been conducted by the Changjiang Water Resources Commission（CWRC）, with summary of revision of water use quotas in 6 Provinces（autonomous regions or municipalities）of Jiangxi, Hubei, Hunan, Chongqing, Sichuan and Tibet, as well as changes of water use indicators of various industries. Aiming at perfecting management system of water use quota and satisfy the urgent needs of highlighting quota management for its full implementation, main challenges faced by evaluation and experiences are summarized, so as to realize effective integration of total quantity control and quota management.
