WeChat group and WeChat public platform are the most popular mobile social network plat-forms nowadays, and their functions conform to the needs of fragmented learning. This paper integrates the func-tions of WeChat group and WeChat public platform, designs a fragmented learning platform and takes advantag-es of WeChat group and WeChat public platform, aiming to promote the effective development of the college ed-ucation and teaching in the＂Internet＋ environment＂.
