城市生活垃圾分类回收政策执行的问题与对策——以太原市为例

Problems and Countermeasures in the Implementation of Municipal Domestic Garbage Sorting and Recycling Policy——Consideration of Taiyuan

十九大报告中提出加快生态文明体制改革,建设美丽中国。而美丽中国宏伟蓝图的实现,离不开美丽城市建设。随着城市规模的扩张和生活质量的提高,城市生活垃圾呈现迅猛增长的态势,处置不当必然会造成环境污染及资源浪费等问题,阻碍城市的发展。因此,开展垃圾分类回收势在必行。从山西省太原市的垃圾分类回收政策实施成效来看,居民的垃圾分类观念意识薄弱、政策主体执行不到位、相关法律规制不健全等因素,导致垃圾分类回收政策执行不彻底、力度不高。因此,要为政策实施提供人财物和技术保障,制定垃圾分类收费标准,完善城市生活垃圾分类回收法律体系,加强部门合作和执行力度,动员全社会广泛参与。

The 19 thCPC National Congress report proposed to accelerate the reform of ecological civiliza-tion system and build a beautiful China. The realization of the beautiful Chinese blueprint can not be separatedfrom the construction of beautiful cities. With the expansion of city scale and the improvement of quality of life,municipal domestic garbage is growing rapidly. However, it may cause environmental pollution, waste of re-sources and other issues if the domestic garbage can＇t be disposed properly, which may finally block the urbansustainable development. Therefore, it is very urgent to carry out the sorting system of domestic garbage recy-cling. There are many issues existed in the garbage sorting recycling policy implementation in Taiyuan, ShanxiProvince, such as the weak garbage sorting consciousness of residents; the incomplete domestic garbage imple-mentation; the inadequate relevant laws and regulations, and so on. These obstacles weaken the implementationof the policy and make policy implementation slow down. Therefore, for the implementation of the policy, weshould provide financial and technical support, make garbage sorting and recycling charge standard, improvethe municipal domestic garbage recycling legal system, strengthen the cooperation and enforcement depart-ments and mobilize the whole society to participate.
