Introduced the role of resource bank of social intermediary agencies,through analyzing the resource base for social intermediary organization about engineering service,the following conclusions are drawn： Besides the function of qualification pretrial,the resource base also has the attribute of limited competition and repeated game. It is suggested that the selection mechanism,based the public bidding and the random selection,should be perfected,moreover,the dynamic management of the resource base is necessary.
