变权综合法在PPP项目风险评价中的应用研究

Application of Variable Weight Synthetic Evaluation Method in Risk Evaluation of PPP Project

针对常权综合法难以体现决策者对决策因素惩罚或激励性的要求,构建了PPP项目风险变权评价模型,该模型融"惩罚"和"激励"于一体,突出了个别指标的明显变化对项目综合风险水平的影响,克服了常权评价方法的不足.实例分析表明,该模型的评价结果更切合实际.

In view of the difficulty of embodying the decision makers＇ punishment or incentive requirements in the method of constant weight,a risk variable weight evaluation model of PPP project is constructed which integrates ＂ punishment＂ and ＂ incentive＂,highlighting the influence of the obvious changes of individual indicators on the comprehensive risk level of the project and overcoming the shortage of the method of constant weight evaluation. Example analysis shows that the results of the evaluation model are more reasonable and practical.
