中国工程监理制度缺陷的分析

Analysis of Defects in China Engineering Supervision System

工程监理制度是我国建筑项目管理中必不可少的基本制度之一。工程监理制度在发展的同时,也出现了一系列的问题,如监理行业自身制度问题,高质量监理人才缺乏问题,业主和承包商的问题等,都使工程监理面临着全国范围乃至世界范围的不断考验。虽然我国建筑业的发展日趋完善,但是市场经济下优胜劣汰的挑战无处不在,监理制度也要与时俱进,不断创新改革,才能促进建筑业的发展。本文总结了目前工程监理制度中存在的缺陷,并从实际出发,用描述性研究方法和经验总结法对监理制度缺陷进行研究,查找问题的根源并提出解决对策。

The engineering supervision system is one of the essential basic systems in the management of construction projects in China. With the development of the engineering supervision system, a series of problems have also emerged, such as, the system problem of the supervision industry, lack of quality supervision personnel, the problems of the owners and contractors, and so on, which all make the engineering supervision face the test from the whole country and even the world. Although the development of China＇s construction industry is becoming more and more perfect, the challenges of survival and the fittest in the market economy are everywhere. The supervision system must also keep pace with the times and innovate continuously to promote the development of the construction industry. This article summarizes the existing defects in the engineering supervision system, and proceed from reality, uses descriptive research methods and experience to summarize the defects of the supervision system, find the root of the problem and propose solutions.
