西部民族地区金融扶贫及其法律保障研究

Study on the Financial Poverty Alleviation and Its Legal Protection in the Western Ethnic Areas

"精准扶贫、精准脱贫"是新时期我国脱贫攻坚、共赴小康之路的基本方略。我国民族地区人口分布广泛,贫困人口基础大,底子薄弱,脱贫之路举步维艰。在此背景下,中共中央国务院提出了"关于打赢脱贫攻坚战"的重要决定。文章首先阐述了"金融扶贫"的基本内涵,并基于我国西部民族地区近年来的金融服务现状,对该研究区财政运行总体特征进行分析,揭示影响该民族地区金融扶贫工作实施的社会自然环境因素、市场环境因素及制度因素。基于此,针对地提出民族地区金融扶贫的法律保障建议,以期推动我国民族地区金融扶贫、脱贫工作实现"常态化"和"规划化"。

＂Targeted poverty alleviation＂is the basic strategy of tackling poverty building well-to-do society in the new period. Being the wide distribution of ethnic minority and having a large number of the poverty-stricken population,China faces difficult situation to alleviate the poverty. Under the circumstance,the Centre Committees of the CPC proposes the crucial decision of On the Battle against Poverty. The current paper illustrates the basic concepts of financial poverty alleviation,analyzes the overall characteristics of the financial operation of the western areas based on the current situation of the work of financial poverty alleviation,and eventually proposes such elements as natural environment,market environment and system,which could influence the implement of the financial poverty alleviation. Additionally,based on the development situation of the overall economy,the paper proposes the suggestions that to improve the financial poverty alleviation in ethnic areas and achieve the normalization and planning of poverty alleviation,the national strategy could be the guidance; the future economic and social sustainable development of ethnic minority areas could be the fundamental essence;and the legal protection proposal of financial poverty alleviation in ethnic areas could be put forward.
