摘要
在当前我国义务教育阶段,教师的法律身份不明确,师资配置失衡、教师经济待遇差、社会地位不高、职业吸引力不足以及义务教育本身的公共性都决定了教育公务员制度建立的必要性。反观日本和法国的教育公务员制度可以发现,我国亟需提高教师的经济待遇,增强教师社会地位,增强岗位吸引力;加强教师岗位管理,设立晋升考试制度,保证晋级渠道的畅通;实行教职人员定期轮岗制,促进义务教育均衡发展。在建立教育公务员制度之后仍需注意教育公务员的特殊性,保证教师权利的享有和义务的履行,完善教师录用制度和监督制度。
At the present stage of compulsory education in China,the unclearness of the legal status of teachers,the imbalance in teacher distribution,the poor economic treatment for teachers,the low social status,the lack of vocational appeal and the public nature of compulsory education itself determine the necessity of establishing the educational civil service system. On the other hand,the educational civil service system in Japan and France can find that our country needs to improve teachers 'economic treatment,enhance teachers' social status and enhance their job attractiveness,strengthen teacher position management,set up promotion examination system,ensure the smooth promotion channels. Regular rotation system for teaching staff should be introduced to promote the balanced development of compulsory education. After the establishment of the educational civil service,attention should be paid to the particularity of the educational civil servant,ensuring the enjoyment of teachers 'rights and fulfilment of their obligations so as to improve the system of teacher recruitment and supervision.
