辽宁省江河治理建设项目管理模式研究

Study on management mode of river management and construction projects in Liaoning Province

为探索江河治理建设项目管理运行新机制,辽宁省自2017年开始,对江河治理建设项目实行"先建后补"管理模式,本文介绍了辽宁省实施该模式的主要做法及取得的主要成效,分析了该管理模式存在的问题,并提出进一步完善的建议,可为促进水利工程建管体制机制改革创新,推动全省江河治理建设项目实施进度提供参考。

In order to explore the management operation new mechanism of river management construction projects.Liaoning Province implemented the management mode of ＇first-construction followed by subsidy＇on river management construction projects since 2017. The guidance role of fiscal funds is actively exerted. The local enthusiasm is fully aroused,thereby powerful and effectively promoting the construction of river control and construction work. It has made beneficial exploration and attempt to promote the reform and innovation of construction and management system mechanism of water conservancy projects,drive the implementation progress of river management and construction projects in the whole province,and accelerate the formation of overall flood control benefits.
