摘要
20世纪80年代以来,英国高校与区域的互动发展开始由被动转向主动。其中,高校经费来源的结构调整、区域发展的动力追求和高校学生的可雇佣性开发是这种转变的主要动因;英格兰高等教育拨款委员会(HEFCE)作为政府与高校之间的中介拨款机构,近年来在促进雇主参与高等教育、高校参与知识交流、公众参与科学研究等方面出台了诸多举措。从中可以发现,HEFCE从战略支柱、评价体系等多方面保障了高校与区域互动发展的有效性,同时在某些举措上也存在争议。
Since 1980 s,the interactive development of British universities and regions has shifted from passive to active. And the structure adjustment of the sources of funds,the motive pursuit of regional development and the employability of college students are the main motivations of this transformation. As a mediator funding agent between the government and the universities,Higher Education Funding Council for England( HEFCE) has made many initiatives in promoting employers’ participation in higher education,universities’ participation in knowledge exchange and public participation in scientific research in recent years. It can be found that HEFCE guarantees the effectiveness of the interactive development between universities and regions in such aspects as the strategic pillar and the evaluation system. But there are also disputes in some measures.
