广东省普通公路管养问题分析及对策研究

Analysis and Countermeasures of Common Highway Management and Maintenance Problem in Guangdong Province

随着普通公路在综合交通运输中的地位越来越高,公众对普通公路服务水平的要求越来越严。文中在充分调研的基础上总结了广东省普通公路管养过程中存在的问题,并深刻分析了造成这些问题的原因,最终从管养资金、事权划分、管理体制、应急保障、养护队伍建设、现代化管理手段等方面提出了有针对性的对策,以期通过合理高效的管理对策提升广东省普通公路服务水平。

With the increasingly higher status of common highway in the comprehensive transportation, the public has a stricter requirement for the common highway service quality. This paper summarizes the existing problems of common highway management and maintenance on the basis of full investigation in Guangdong, and deeply analyzes the causes of these problems. Finally, this paper proposes the corresponding countermeasures regarding management and maintenance funds, authority management, management system, emergency support, maintenance team building and modernized management, in order to improve the common highway service quality in Guangdong through reasonable and efficient management measures.
