德治与法治在社会治理上相辅相成

The Assisting between the Rule by Morality and the Rule by Law in Social Governance

德与法是专门用于指导人们的行为进而调节社会关系的两种不同的行为规范。它们分别有着一定的适用范围和作用力度,在指导和约束人们的社会行为,调节人们的社会关系上,起着重要作用。社会的管理者在社会治理上应当德治与法治并用,为人们划出一个进行其社会行为的合理范围,以起到妥善协调人们之间的相互关系、有力维护社会公共利益和公共秩序的作用,由此来保障社会的稳定存在、有序运行和健康发展。明智的社会管理者在社会建设上,应当既重视道德建设,又重视法制建设,使德治与法治二者有机结合起来。当前,我国的新时代中国特色社会主义社会建设正是这么做的,相信一定能够在社会治理上收到好的效果。

Morality and law are two different codes of conduct which are used to guide people＇ s conduct and adjust people＇ s social relations. With certain application scope and action force respectively, they both play an important role in guiding and restraining people＇s social behavior, thus regulating people＇s social relations. The society rulers should run the society both by morality and law and give a reasonable scope of the social behavior for people, which plays the role in coordinating the relationship between people, and maintaining the social public interests and public order forcefully to guarantee the society＇ s stable existence, orderly operation and smooth development. The wise social rulers should attach importance to both moral and legal constructions, and combine the rule of morality and the rule of law in social construction. At present, China＇ s socialist construction in the new era is doing so. And it is believed that it can surely get good results in social governance.
