清代灵渠航运管理与水事纠纷应对

Shipping Administration of Lingqu Canal in Qing Dynasty and Solutions to Water Disputes

灵渠作为联系南北交通的重要航道,是岭南地区与中原交流的孔道。有清一代,对于灵渠的治理极为重视,不仅有多次大规模的修缮,而且对于灵渠一线的航运制定了比较系统的航运章程,以保证过往船只的顺利通行。船只来往过程中,不可避免地会出现水事纠纷;生活在当地的居民,时而也会因为水上划界不明或越界捕鱼而产生纠纷,政府以判定的方式来应对这些纠纷。

As an important artery connecting the southern areas and northern areas of China, the canal of Lingqu was believed to be a main channel between Lingnan Region（areas south of the Five Ridges） and Central Plains Region（Central North China）. The local government in Qing Dynasty attached great importance to the administration of Lingqu Canal. Large-scale renovations were ever made, and systematic rules were also formulated for the shipping along the canal of Lingqu. However, water disputes inevitably occurred among the different ships in navigation. Besides, due to the disagreement on border delimitation of waters or cross-border fishing, conflicts also arose among the local residents.
