摘要
城市公共资源在不同群体间的配置失衡,严重影响了城市发展的质量与速度。根据新制度主义的三大范式,构建城市公共资源配置失衡分析框架,发现分割型管理制度、政府行为主义及自我认知困境是造成公共资源配置失衡的三重归因。建立统一的社会管理制度、加强政府官员行为管理及提高农民工身份认同是城市公共资源配置失衡的消解路径。
The imbalanced allocation of urban public resource among different groups seriously affect the quality and speed of urban development.In accordance with the three paradigms of New Institutional Doctrine,this paper constructs a framework to analyze the allocation imbalance of urban public resource.The study shows that segmentation management system,governmental behaviorism and self-cognitive dilemma are three attributions causing imbalanced allocation of public resource.Therefore,this paper suggests that establishing unified social management system,strengthening behavior management of government officials and improving migrant workers' identity are the path to solve the problem of imbalanced allocation of urban public resource.
