核能和平利用的伦理评估初探

A Preliminary Study of the Ethical Assessment of the Peaceful Use of Nuclear Energy

核能作为一种浓缩、清洁、相对安全、技术成熟的能源,成为新世纪最现实的替代能源之一。然而,在发生了少有的几次安全事故以后,核能和平利用面临着全球性信任危机。对核能和平利用的困难主要在于其伦理方面。为此,对每项和平利用核能项目给予基于功利主义和道义论的综合伦理评估,是推进核能和平利用的重要举措。在中国,一些省份的核能项目大都遇到了公众的抵触。如果核能项目的伦理评估得到大多数公众的认可,我们就可以使核能充分发挥其技术优势,更好地为中国的经济建设服务。

Nuclear energy,as a concentrated,clean,relatively safe and mature energy source,has become one of the most realistic alternative energy resources in this century. However,after a few security incidents,the peaceful use of nuclear energy faces a global crisis of confidence. It is believed that the difficulties in the peaceful use of nuclear energy mainly lie in the ethical aspects. Therefore,comprehensive ethical assessments based on utilitarianism and deontology for each item of peaceful use of nuclear energy is an important way to promote its peaceful use. Considering that most nuclear energy projects in some provinces of China are resisted by the public,the ethical evaluation of the nuclear energy projects will be helpful for gaining public recognition,and making nuclear energy give full play to its technical advantages and better serve China＇s economic development.
