Scientists' Ethical Engagement Responsibility in the Framework of Responsible Innovation

科研人员的责任问题在历史上的讨论,基于对科学与社会的内外二分,一方面是科学家的社会责任,一方面是关于研究的规范和诚信问题。随着科学与社会的关系越来越复杂深刻地交织在一起,科研活动以及科研人员责任的内外边界也在逐渐模糊。近年来欧美科技政策领域兴起的"负责任创新"的理念对"责任"概念的内涵及视角都进行了拓展,从以往主要基于回溯性的、分工明确的责任转向强调前瞻性的、共同的责任。这就对科研人员的责任提出了新的要求:积极主动地参与到对科技活动的社会潜在利益和风险的预期,对自身科研活动的价值和影响的反思,各方利益相关者的公共协商讨论等实践当中,并将这些实践的思考和成果反馈到自己当下的科研工作当中来。

Discussions of the responsibility of science researchers in history are mostly based on the internal and external dichotomy of science and society,emphasizing on the one hand the social responsibility of scientists,and on the other hand the norm and integrity about research. As the relationship between science and society is becoming increasingly complex and profoundly intertwined,the internal and external boundaries of scientific research activities and the responsibility of researchers are becoming blurred. In recent years,the idea of ＂responsible innovation＂that emerged in Europe and the United States in the field of science and technology policy has expanded the concept and perspective of ＂responsibility＂,shifting from emphasizing the retrospective clearly divided responsibility to emphasizing prospective and shared responsibility. This brings new challenges for researchers： actively expectat of social potential interests and risks of scientific and technological activities,reflect on the value and impact of their own scientific research activities,participate in the practice of public consultation and discussion of the stakeholders of all parties,and give feedback to the current research work.
