摘要 在我国推行延迟退休的大背景下,鉴于公务员享有完善的社会保障制度和优厚的福利待遇,考虑优先推行公务员延迟退休进而逐渐把延迟退休范围扩大到全社会是一种可行的政策路径。现阶段,我国推行公务员延迟退休遇到的主要障碍在于缺乏信息上下公开交流和意见征询机制、提前退休现象逐渐增多、缺乏延迟退休的激励机制等。围绕上述问题,应该完善政策制定的信息公开和意见征询机制,严格控制提前退休的条件,并完善公务员延迟退休的激励机制。最后,弹性退休制度是适合我国实际情况的公务员延迟退休方式。 Under the background of postponing retirement in China,and in view of the perfect social security system and good welfare benefits for civil servants,it is a feasible policy to give civil servants the priority to postpone retirement and gradually extend the range of delayed retirement to the whole society. At the present stage,the main obstacles to promote the delayed retirement of civil servants in China lie in the lack of public communication and consultation mechanism,the increasing number of early retirement,and the lack of incentive mechanism for the delay of retirement. To solve the above problems,we should improve the information publication and consultation mechanism in policy making,strictly control the conditions of early retirement,and improve the incentive mechanism for civil servants to postpone retirement. Finally,the flexible retirement system in our country is a suitable way for civil servants to postpone retirement.
